Barrington & Strafford • District 4
Scott Shepard for NH State Representative
Facts. Strategy. Real Solutions.
New Hampshire needs leaders who understand that the challenges facing our state are connected — and that real solutions require strategy, data, follow-through, and respect for local communities.
Strafford County District 4
Candidate: Scott Shepard
Office: NH State Representative
Communities: Barrington and Strafford
What Future Are We Building?
New Hampshire’s challenges are connected.
Housing affects workforce growth. Childcare affects families and employers. School funding affects property taxes. State budget choices affect what local communities can afford to do.
Too often, these issues are debated separately, even though they are part of the same larger system. New Hampshire needs a more strategic conversation about the future we are building — one that looks beyond short-term politics and asks how decisions affect families, taxpayers, schools, businesses, and towns over time.
That starts with facts, honest conversations about tradeoffs, and a willingness to focus on causes rather than symptoms.
A Note from Scott
Why I’m Running
I’m running because Barrington and Strafford deserve thoughtful, serious representation in Concord.
I believe New Hampshire needs leaders who are willing to listen carefully, study the facts, respect taxpayers, and focus on solving real problems. Too often, state policy treats property taxes, school funding, housing, childcare, workforce development, and local control as separate debates. They are connected, and the decisions made in Concord shape what towns like Barrington and Strafford can do.
My goal is to bring facts, strategy, and real solutions to the State House — with a focus on the system-level issues shaping New Hampshire’s future.

The Issues
New Hampshire’s challenges are connected. Schools, housing, childcare, workforce development, local capacity, state budgeting, and property taxes cannot be solved in isolation.
Strategic, Accountable Government
Use facts, data, and long-term planning to make better decisions — not just pass more bills.
Strong Public Schools
New Hampshire needs a constructive, fact-based conversation about student needs, enrollment trends, fixed costs, and the future of public education — one that supports students, respects educators, and gives communities a clearer path forward.
Housing Affordability
New Hampshire needs to be a place where young families, workers, teachers, first responders, and small business employees can afford to live.
Fiscal Responsibility
Stress-test budgets, reduce cost-shifting to local taxpayers, and be honest about who pays.
Housing, Workforce & Childcare
Recognize that housing, childcare, workforce, schools, and local taxes are connected challenges.
Local Capacity
Real local control requires giving towns and cities the tools, flexibility, and resources to solve problems.
